Generate a synthetic signal block with shaped statistics: minimum crest factor, minimum kurtosis, or a target kurtosis, together with a prescribed skewness. The spectrum is flat up to the band edge with a raised-cosine taper and a zero tail above it: the taper avoids sinc-like edge ringing in the reconstructed waveform and lowers the achievable physical crest factor, and the zero tail makes the statistics hold for the physical (reconstructed) waveform, not just the samples.
